Από το 2000 ο Harry Markopolos ειχε ξεκινήσει να προειδοποιεί, παρά τις απειλές για την ζωή του όπως κατέθεσε σήμερα, την αμερικανική Επιτροπή Κεφαλαιαγοράς (SEC) (σύμφωνα με κάποια αμερικανικά ΜΜΕ, η επιτροπή Κεφαλαιαγοράς αγνοούσε τις προειδοποιήσεις του) για τη δομή και τον τρόπο λειτουργίας της Madoff Investment Securities.
